I believe the show's intention is the former- the Goode family is kooky and they just happen to be vegans.

If there's ever a Goode Family episode the VegWorcester readers should check out, it should be this Friday's:

"A Goode Game of Chicken" - (Friday 7/10 on ABC 8:30/7:30c)
After getting duped into eating “meatless” chili (with chicken in it), Gerald takes on a local BBQ restaurant owner, Cranky. Gerald is then forced to enter a chili-cook off competition in order to win the family dog back.

It's light-hearted while still treating the vegan lifestyle with respect. How often are "veg*n heads" represented (and promoted positively) on a network prime-time show these days? This show is at least doing something different than the stale formulaic sitcom.
